Identify the situation in your area

Form a completely new YP Proto-Branch. Focus on establishing democratic structures and wide engagement with activists in your area.
Form a YP Proto-Branch with existing political and/or community groups. Develop tactics for working together to bring about a democratic structure that accountable to YP members, not to third parties.
Form a Proto-Branch as a caucus or faction. Developing democratic structures to organise a caucus or as a faction.

One way of democratising your group is to adopt a constitution.
